The Highland Beach Market

A town that is almost entirely condominium associations.

Highland Beach occupies roughly three miles of barrier strip between Delray Beach and Boca Raton, and its residential inventory is overwhelmingly condominium. There is very little else here. The towers along A1A date largely to the 1970s and 1980s, which places the entire cohort well past the 25-year coastal milestone threshold under FL Statute 553.899, since every address in town sits inside the three-mile coastal band.

The strip is narrow enough that most buildings face the Atlantic on one side and the Intracoastal on the other, which means surge can arrive from either direction and there is no elevation buffer in between. Unlike Miami-Dade, Palm Beach County operates no separate county recertification program, so the state milestone is the single structural requirement. It carries real teeth: reports are filed on form EB18-2024, only the preparing engineer or architect may submit them, repairs must begin within 365 days of a Phase 2 report, and noncompliance can bring daily fines and referral to both county code compliance and the state Division of Condominiums.

What We Cover

Coverage for Highland Beach condo associations

Master Property Insurance

Building structure and common elements at full replacement cost. We access admitted and E&S carriers with appetite for Palm Beach County condominium associations.

General Liability

Third-party bodily injury and property damage from common areas. Pools, walkways, amenities, and parking structures all create GL exposure that must be properly structured.

Directors & Officers Liability

Protects board members personally from claims by unit owners, vendors, or the association itself. D&O is not optional for any Florida condominium association.

Workers Compensation

Required for associations with four or more employees under Florida law. On-site managers, maintenance staff, and security all create WC exposure and personal board member liability under FL Statute 440.

Flood Insurance

We evaluate NFIP limits vs. private market alternatives and structure the flood program to integrate correctly with the master property policy to eliminate gaps.

Equipment Breakdown

Elevator, HVAC, generator, and pool equipment failures are excluded from standard property forms. Essential coverage for any building with aging mechanical systems.

Common Questions

Highland Beach condo insurance FAQ

What inspections apply to Highland Beach condominiums?

+

The state milestone inspection under FL Statute 553.899 at 25 years, because every building in town is within three miles of the coast. Palm Beach County operates no separate county recertification program, unlike Miami-Dade and Broward, so the milestone is the single structural requirement. Given that most Highland Beach towers were built in the 1970s and 1980s, the threshold passed long ago and buildings are now in 10-year reinspection cycles.

The SIRS requirement applies separately and carriers ask for it before quoting.

What happens if we miss a milestone repair deadline?

+

In Palm Beach County the consequences are concrete. Once a Phase 2 report identifies necessary repairs, work must begin within 365 days of the owner receiving that report. Noncompliance can result in daily fines, reported at $500 and above per day, plus referral to county code compliance and a complaint to the state Division of Condominiums. Reports are filed on form EB18-2024 and only the preparing engineer or architect can submit them.

Carriers treat a building with an expired repair clock very differently from one with an active permit inside the window.

Why would our flood premium be higher than a mainland building's?

+

Because the barrier strip is narrow and water sits on both sides. An ocean-facing tower here is also close to the Intracoastal, so there is no elevation buffer in either direction and surge can reach the building from the east or the west. The master property policy excludes flood regardless, so it is purchased separately, and the NFIP commercial building cap falls well short of replacement cost for a multi-story oceanfront building.

Most associations on this strip need private excess layers above the NFIP to approach real coverage.
